I think that Tugger is one of the older tom kittens. He's supposed to 
act grown-up, but he still wants to be a little kid, and that makes 
the adults, like Munkustrap, very angry. Tugger's kind of proud that 
he has a fan club, but does not really like them. He's a flirt 'cause 
he wants to prove that he's just as grown-up as Munkustrap.  

In a way, Tugger is flamboyant, yet painfully shy. He's not real sure 
of himself. All in all, he's sort of like me.
