I think that people have a slightly marred view of Quaxo (a.k.a. 
Mistoffeles) and his relationship with Rum Tum Tugger and Munkustrap. 
In the movie you'll notice that in quite a few of the songs that 
Munkustrap sings Quaxo's right up there with him, if not to sing then 
to at least make fun of the object of the song. : - ) And as for good 
old RTT...I think it's a case of friendly beta-beta competition. My 
friend read somewhere that Munkustrap, Quaxo, and RTT all lived in 
the same house, and while it's obviouse that Mu is the alpha, RTT and 
Quaxo probably have to constantly fight to keep their places, just 
like real cats. But I find it very hard to believe they hate each 
other; the 'terrible bore' line was sung in jest, and it's hard to 
miss the admiration in RTT's voice when he sings the last part of Mr. 
Mistoffeles.

Quaxo is the mysterious little jester of the pack, and he knows it. 
Shy? I don't think so.
